- Community Meeting Discusses Proposed
Rental Building

Residents gathered at the Burnhamthorpe Community Centre on March 7, 2026
to learn more about a proposed residential development at 1315 Bough Beeches
Boulevard. The meeting drew approximately 80 attendees, including about 60
residents, 10 representatives from the development team, and 10 City staff,
among them Ward 3 Councillor Chris Fonseca.
While the discussion was at times passionate, residents remained
respectful as they voiced concerns and asked questions about the project and
its potential impact on the surrounding community.
Revised Development Proposal
The proposal presented at the meeting reflects a significant change
from the original concept.
The initial plan called for
two 20-storey buildings.
The revised proposal now
consists of a single 13-storey rental apartment building.
The building would contain 144
residential units, with approximately 41% designed as
two-bedroom units suitable for families.
The previous plan offered 75%
of the units would be 2 or 3-bedroom units
Parking would be located in two
levels of underground parking, providing about 1.1 parking spaces
per unit, along with 15 visitor parking spaces.
To construct the underground
garage ramp, three existing surface parking spaces on the site would be
removed.
The design also includes a landscaped
drop-off areabetween the existing building and the proposed new
building, with approximately 39 metres separating the two structures.
The proposal is currently intended to be a purpose-built rental building,
though the developer indicated that it could potentially be considered for
affordable housing programs in the future

Planning Process
City staff explained that the proposal is still in the early stages of
the planning review process:
A pre-consultation meeting with
City staff has already taken place.
The development application has
been submitted.
City staff are reviewing the
application.
Public consultation and staff
comments are currently being gathered.
A formal staff recommendation
will be prepared for Council consideration.
City planners also noted that Mississauga’s long-term planning direction
is to channel higher density toward major transit nodes, which is part of the
broader context for evaluating new development proposals across the city.
Key Issues Raised by Residents
Traffic Concerns
Traffic impacts were the most frequently raised issue. The developer confirmed
that a traffic impact study is currently underway, being prepared by LEA
Consulting, which will include traffic counts and modeling of future
conditions.
Residents also asked whether changes might be required at the Rathburn
Road and Bough Beeches Boulevard intersection, including possible lane
designation adjustments based on traffic modeling. City staff indicated this
will be evaluated through the traffic study.
The existing site access from Bough Beeches Boulevard will remain, and no
vehicle access to Dixie Road is planned.
Shadow Impacts
Residents expressed concern about the shadowing effects the new building may
have on the existing residential building. The developer acknowledged that some
shadow impacts are expected and indicated that the City will complete the
required shadow study as part of the planning review process.
Trees and Landscaping
Questions were also raised about the potential removal of mature trees. The
developer confirmed that some trees will need to be removed for construction,
but indicated that new trees will be planted as part of the landscaping plan.
Several residents noted that mature trees provide environmental benefits that
newly planted trees take years to replicate.
Relationship to Other Potential
Development
Residents also asked whether this proposal is connected to the future
redevelopment of Rockwood Mall. City staff explained that the mall’s new owners
have not yet submitted a formal development application, and once an
application is received the City will have 120 days to respond under the
Planning Act.
Looking Ahead
At this stage, the proposal remains under review by City staff, and
additional studies, including traffic and shadow analysis are still pending.
Some attendees noted that the current proposal could potentially
represent an interim development concept, with the possibility that additional
development on nearby lands could be considered in the future depending on
economic conditions and planning approvals.
The Rockwood Residents’ Association will continue to monitor the
planning process and keep residents informed as new information becomes
available.
