Stand Up for Responsible Growth in Mississauga
Updated on Sep 3, 2026
A major redevelopment proposal for 4100 Ponytrail Drive and 1850 Rathburn Road East could permanently change the character of Rockwood Village and set a precedent for neighbourhoods across Mississauga. We need your help to put a halt to this development.
What started 10 years ago as a contentious infill development, was approved in 2018 to develop 2 buildings 12-15-storeys on this site along with 2 existing 18-storey buildings. There was no action by the developer to move forward until last year when they requested the Committee of Adjustments approve a minor variance allowing a 25-storey building to be built to replace the 2 previously approved buildings. The variance, including a front yard setback of only3 m was approved. At the same time, the developer was in the process of making application for 3 additional 20-storey buildings on the property. The 2 for 1 swap was a sham.
If completed, the development would contain 6 high rise building, housing approximately 1,350 residential units, an increase over300%of current zoning. Based on neighbourhood estimates, those units would represent approximately 35% of all housing in Rockwood Village on a property of only 3.75 hectares. Rockwood Village is on the eastern edge of the Rathwood Neighbourhood.
Depending on occupancy levels, the site could accommodate 2,700 to 3,400 residents, meaning that roughly one-quarter to one-third of the community's population could reside on this single property set in a predominately low rise established neighbourhood.
If a development of this scale can proceed in Rockwood Village, a quiet suburban community, not even close to a transit node, without a full assessment of its cumulative impacts, similar proposals could follow in established neighbourhoods throughout Mississauga.
Why residents are concerned
Excessive height and density – The proposal significantly exceeds the scale of surrounding development and raises important questions about compatibility with the existing neighbourhood.
Infrastructure capacity – Thousands of additional residents will increase demands on local roads, intersections, stormwater infrastructure, electrical capacity, parks and other municipal services.
Loss of mature trees and green space – The redevelopment would remove established vegetation and reduce the green character of the site to less than 14%
Airport and noise considerations – Because the property lies within the Toronto Pearson Airport influence area, residents believe the cumulative impacts of aviation height restrictions, aircraft noise and safety should be fully assessed before any additional approvals are granted.•
Cumulative impacts – Rather than considering each site plan separately, residents believe the City should evaluate the impacts of the entire six-building redevelopment as one integrated project.

Responsible Growth — Not Unchecked Growth
We support the need for more housing in Mississauga. But growth must be compatible with existing neighbourhoods, supported by adequate infrastructure and based on sound planning. A development of this magnitude deserves a full and comprehensive review before any further approvals are granted.
